NDR
Non Domestic Rates (NDR) stands out as a ‘best of breed’ product in an increasingly competitive marketplace. Ideally suited to run both as part of an integrated Revenues solution or as a stand-alone product, NDR delivers a whole range of business benefits to local authorities.
The system is recognised as the most functionally rich system for administering Non Domestic Rates. Whilst many applications require elements of manual processes the NDR system is fully automated and makes often complex tasks a simple process.
This modern system is accessed through the Desktop, which sits above all Revenues and Benefits applications. The system is easy to use with the same look and feel as many other standard software packages, allowing information to be displayed in a clear and logical format.
Summary of main features
A wide range of both account and property based functions allows data to be maintained accurately and with the minimum of effort. Accounts can be retained when businesses move within the council’s area and they may also pay on a single account for any number of premises.
Bills can be created either via a batch process or immediately following changes to the account online. A full detailed calculation of any charge period can be viewed online. Trial calculations can also be performed and even to non-practitioners, the format of the calculation makes the charge simple to follow.
These are handled by dedicated functions that permit these system amendments to be actioned within the minimum amount of time. The system undertakes all relevant calculations and then maintains a permanent link between ‘parent’ and ‘child’ properties. This link is then displayed most effectively in a ‘tree’ diagram format, allowing users to easily follow the most complicated property history at a glance.
In the case of overpayments a fully automatic calculation of interest and tax can be processed. This includes an automatic calculation of principal amount to exclude recovery cases, etc, a calculation routine that can be viewed and printed/reprinted at any time and the online or batch production of tax certificates.
The system provides a number of interfaces to enable an effective exchange of data with the Valuation Office Agency (VOA). This includes the ability not only to submit notifications to the VOA electronically but also to import data directly from the VOA for full valuation lists as well as update schedules. For update schedules these can be viewed online by the user and either processed on a case by case basis or a mass update facility is provided where certain types of valuation changes can be processed automatically reducing processing times significantly leaving only the more complex cases to be reviewed manually.
The system has a comprehensive recovery suite which allows not only for the automatic progression of all statutory recovery stages from first reminder to committal, but also permits for as many additional recovery stages as are required by an authority.
The completion of government returns are all catered for with online totals available immediately to supply for example the details required for NNDR3 and QRC 1 to 4.
