Discretionary Housing Payments (DHPs) were first introduced to allow authorities to  provide additional assistance to those most in need of help to meet rent costs, usually short term.

Since they came into force in 2001, the benefits landscape has transformed – the changes in how benefits are awarded, and welfare reform, particularly the effect of the removal of spare room subsidy (RSRS), have altered the way local authorities (LAs) support benefits claimants.

Vanessa Parfitt explores regional variations in the use of DHP with input from 3 local authorities.
